But it can't be. With all of the "normalization" complete numbers are numbers. 44(potency) minus 32(palp leader) = broken mind trick. Yet it landed better than normal. My Rey has 2 tenacity mods and is sitting at 44%. Yet she was stuck with offense down and ability block.

I think it buffs potency not reduces it.
