Please look at my Wiggs. Why so little protection?

Ok guys so i am curious about the protection of my characters. They only have like 3 bars of it each. They are both great 7! And fully modded out. The only thing i can think of for not having more protection is that they are only level 75 each? Help what can i do to get more health and blue bars for these two and others
