the sense I’ve been getting from the community overall is that each update over the past few years has made it harder and harder for free-to-play players to grow.
I started an alt a while back. I'm deliberately not gaining any more XP right now because I'm enjoying the levels between 50 and 60 where GW is doable every day, but not necessarily easy. So take this with a grain of salt knowing that I'm not the average noob with a new account, but...
I think the raid system as it's currently structured makes it vastly easier for newer accounts to get ahead. And this is made even better with the change allowing raid tickets to be earned using all available energies instead of only DS/LS & Cantina.
Many new players don't feel like they have enough crystals to do daily refreshes (that's not true, given that there's literally nothing that is a better value than energy refresh, but it is how many people feel about their small crystal collections when they are new to the game). As a result of this, it's very common for new players to get 200-400 tickets instead of 600. This severely limits low-end guilds and their ability to raid. Now everyone over level 60 (where you get fleet energy) can and should easily get 500-600 raid tickets per day instead of 200-400. This will double raid frequency for new players, and with the new Mk1 Tokens and all the characters available with them, it's vastly easier to progress.
I'm not taking full advantage of this yet because I'm dinking around enjoying GW, but you really can't possibly appreciate how wonderful it is getting previously rare characters like Traya at level 60-80 with ease (depending on your priority). It took me forever to get Traya on my main account when that raid was first released. Now, because my guild hasn't kicked me out for not earning enough tickets, I'm halfway to Raid Han while still in the 50s, and if they continue to be tolerant of me I might actually have RH, GK, and Traya before I hit level 60. (Again, normal players will be gaining more XP than me, but should still have all three before level 80, maybe as early as level 72.)
So when you say that every change has been bad for FTP and new accounts, that's clearly not true. Again, my account is recent and I'm playing unconventionally, so I can't speak to all the changes, but there are two right there that are massive gifts to new, FTP accounts.
