Potency - there is something wrong with that

Yesterday I play my resistance team on HAAT p2. I change my mods in RP and set up him 105% potency. My Finn have as I remember 60%. What was weird that Finn put expose on tank about 90% time. RP pu...

It's not a waste at all if you know how to apply them to the correct toons. Now tenacity, that's a stat that I never recommend to invest in

Potency is very important still. Just that you need less of it in arena battles. Like 15% less then enemy tenacity. Raid toons need heaps of potency.
