In desperate need of a Potency buff are Rex, Clone Sarge, Asajj, Mace, Teebo, Fives, Kylo, Magma, Sid, Nute, Greedo, Grevious, and 88. There are others I forgot about for sure.

Removing Potency and giving every effect the same chance to stick or be resisted is the answer, not individually fixing half of the characters in the game.
