Actually defense mods make very little difference in the actual armor stat. The jump in base armor was significant after the update, but mods won't make it that much more significant.
Adding a 11.75% defense primary mod only gives someone like RG 2% more armor and resistance. If he's outfitted in all defense mods, that's only 15% defense bonus so he may get 2.5% more armor and resistance from that.
I really don't know what they do with the rest of that 11.75 or 15% defense. Try equipping one yourself and see how much the armor goes up.
Well now if he is up to like 25 percent base, he would gain like 25% of 15%. So like 4% rather than 2.5%. This update may make defense mods relevant.
Edit. Just tried its and it is still only like 2% change on an 11.75% defense mod. Yeh that is weird. I guess his base is closer to 20%.
An 15% increase to 25% base is a 3.75% increase to armor. However, increasing from 25% to 28.75% is actually a 6.5% increase in effective hp. But, because this is applied both to health and protection after considering mods, you'll need at least 22% extra hp and protection from mods for the defense bonus to be worth it, assuming equal hp and protection base for your toon. Basically, this means at 25% base you need at least two +23.5% protection mods to make a defense set better, and less at higher armor values, making defense mod sets better now in the majority of cases.
edit: I'm actually underestimating the EHP from mods because I'm calculating using the base defense value. Regardless, defense mod sets will be better in terms of EHP for the majority of toons.
