Maybe just do away with it and the massive scaling then of the AI. Just do the modifiers for the battles and then make it close to impossible to do the entire conquest with 1 team. As it stands, even with decent enough to good B,C,D etc teams none of them really have a shot beyond sector 3 this time out. Enemies just flat out speed them and kill 1 or 2 at least before I act.
The normal mode should not require all G12+ teams. I've got a few teams G12 to relic that have no chance to go unscathed, or even win.
You may want to consider a different strategy. Instead of going first, place on a few entrenched, it works better than multiple leaders resolve at not losing a toon from an opening salvo, or at all.
