Pretty sure it's intended. The game calculates the damage from humbling blow then does the dispel, then adds the offense up. Because the character in question died, there was nothing to dispel once that calculation comes up.
The other reason you can confirm it's intended Is using FOTP and possibly RG as examples. They have abilities that kick in taking an enemy below 50% health however if you kill someone from 51% health or more these abilities do not trigger
I am very sure all these issues discussed on forums are a result of what players notice in the game. Nothing is intended. Like the stun-dodge incident. Or the stun-assist disaster. Another silly example is an assist call. If the original attacker kills the defender. But instead leaves it at 0 health, the assisting character will attack and collect bonus from that. Makes no sense. Don't think about it and just report it :wink:
