Rancor Devour

Sooo is it normal for the rancor to be eating people when it's on a 5 turn cool down?

I've had this guy eat a character at 3 turn cool down, 2 turn, and 1 turn.

The cooldown is reduced by the number of toons below 50% health on his turn

Gobble gobble.
