It sounds like your account was originally set-up with a date-of-birth that'd make it a child account.
Legally, child accounts have to have restrictions in place to protect children while they are online, such as disabling chat options. Because of these laws, the support team cannot adjust the Date of Birth lightly. They need to ensure the account owner is the age they claim to be before they can make any changes to the Date of Birth registered to the child account.
If you've entered the wrong Date of Birth and need it changed, then you'd need to work with the support team and supply what they need to make those changes. If not, their hands will be tied and there's nothing we can do to help you further.
