Rediculous rng of fleet shipments

Its so called paranoia but im 17/30 to 4* scimitar and havent seem him in a week and its the last ship i need, slave one pops up more then him same with sun fac in guild shipments he hardly appears but i get him all the time in fleet shipments and maul i get quiye regularly in guild shipments but not his ship in fleet shipments and every character you go to push for 7* 6* 5* whatever the level it decrease in apperance everytime i swear this is what happens when everything is rng based just gotta wait till your numbers called
