Before the rule of 2 was established, there were a bunch of Sith running around.
Then for strategic reasons they switched to the rule of 2.
As long as you are not an officially designated "Darth", you are no sith.
Being a dark side user does not mean being a Sith. The Siths are an order of some sort. Of which there can only be 2, after the rule change.
However the sith apprentice can have his own followers/minions and even train other dark side users (like Tyranus did, or Vader with Galen Malek) but they are not Sith. If the apprentice kills the master and becomes the master, then the minion of the apprentice probably becomes a Darth if the master makes him so.
Like when Anakin was made Darth Vader after Tyranus was killed. Or how Sidious intended for Luke to kill Vader so he could be made Darth aswell.
On mauls first assassination mission he addressed himself as a sith before he killed the target. This was while plagueis was still alive. When he returned to meet palpatine he admitted that he had said this and palpatine was angry for prematurely announcing the return of the sith... he never corrected maul saying that he is not a sith but this doesn't really prove anything. I can see your way of looking at it.
Regardless off all this, how can savage oppress be considered a sith but not ventress.
