Relic Delta not working ?

After doing a few battles in arena and the conquest last night I was sure relic delta doesn't work. At least not when it's in my favor. I slept on it and got back on this morning and went in to arena and now I am certain Relic delta doesn't work. Or maybe only works for spenders ? Spend money your toons get extra perks someone who hasn't spent might get despite them being higher relic ? My 3 battles.

Last night arena I found a relic 5 Leia and Her team of Drogan, Rex, Mon motha and kyle katarn all at relic 3. I decided to go with my strongest team of r7 jabba with r7 embo , r5 Krrst , Boushh and skiff. I figured that was an easy win. Ive gone against higher relic leias and won a lot of them with this team. Not this time. Leia started with her ultimate. Used it and within 4 seconds of the match my Krrst and Boushh were dead. I never got a turn. Their entire team went and kill Skiff. then Leia got her ultimate again and killed Embo and leaving jabba in red for a one shot from Rex. Entire battle lasted 35 seconds. 

My conquest battle on normal mode ( or whichever is the middle difficulty mode) was against g12 Inquisitors. I used my r5 phoenix squad because I needed stagger to complete a feat and sabine can do that 5 at a time. I start the battle and Sabine goes first. I use her s2 for the stagger. All the enemies resist and not a single hp of damage was dealt. They all dodged without yet not a single one had foresight. That was the only turn i got. I watch for 3 minutes straight of them attacking. I never got a turn. My r5 against their g12 they shouldn't have even dented Choppers armor. 

And then my fight not 5 minutes ago. I get lucky and find a GL Leia team without her ultimate. She was r2. With the exact same team as last night except drogan was r3 and rex was r4 the other two were only g12. I started the battle and Jabba went first. I used his s2 to thorw some thermals. They all got resisted. None of my toons assisted. drogan went and one shotted my Krrst. The match went back and forth for about 2 minutes. I watched my guys deal about 500-1k damage to their g12s while they were doing 20-30k to my relic 5s and 7s per hit. This is complete bs.

I can't finish episode quest because I cant get any feats because STL cant get past tier 1. Dead in 5 seconds. I cant get wins in arena because I haven't spent as much as a whale. This is completely absurd . I'm thinking after 10 years I'm finally leaving this game. It's supposed to be fun. Its not. Its supposed to be strategic. It's not. All that matters is how much you've spent. Period.
