Moreover, nevermind that they explicitly said they weren't going to add any more items to those stores so that people would feel free to spend their surpluses without fear of missing out. Can't see there being any uproar if they suddenly put a couple characters in those stores when people have zero'd out their stockpiles...

I seriously do not understand why this is a problem.

When adding more items one can deduce that

1 item good

2 items bad

3 items equal

The rows appear differently on different devices so it isn’t even possible to fix this “problem” for everyone.

If it displays in 2,3,4,5,6 on different devices they just need to ensure that the number of items in the store is a common multiple of all those numbers! Like 60 or 120 etc.

It absolutely is possible, but it’s also completely pointless, so I for one hope they don’t assign any man hours to it.
