There are several Android phones out there for less than 100$ with at least 7.0. I think, if someone is just using a phone with such an old OS it would be wise to upgrade, and if it's of security reasons ;-)
btw, my emergency phone, if my first one stop working for reasons, is a Xiaomi Redmi Note 4, which is running Android 7, and costs now less than 100$. The camera isn't very good, but swgoh runs smooth and fine.
