You need 8 ships at 5 stars, with the gate of 5 dark side ships at 4 stars to get Tarkin's ship to 5. This is easily doable as a FTP, since you earn approximately 24 shards a day through Galactic War and Fleet Arena rewards. Rank 200 or so in fleet arena should be doable if you try.
I've unlocked Grievous through fleet shipments, and bought a ton of vader shards. I've got 6 ships at 5 stars, Umbara at 60/65, Slave 1 at 32/65, Wedge's X Wing at 17/65, Imperial Tie at 9/65 and Bistan's U Wing at 4/65. I did buy a single fleet card (15 tie shards), which is easily countered by the other stuff I've wasted fleet shipments on.
