You are not "being punished". YOU left for 8 years. Now it's up to you to catch up. If arena is a priority for you, farm leviathan and climb. You can't expect cg to do that job for you. Or you can enjoy the rest of the game, and when the next meta fleet appears, farm it just like everybody else. Don't expect cg to change the whole game for you.
