The normal arena is now almost completely useless. Crystals - GA; for those who "can" - the fleet. And GA depends exactly on your strength level. So this is already a question for you, why you can't implement it at all on 1.3m gp - and you have "0 relic characters, 0 7-star ships". It is not tied only to the fleet.
