You are using confusing words. Ops, or operations, are the platoon/squadron replacement. Different from missions, but you seem to interchange them.
Each planet has combat missions, operations, and deployment, some have special missions. Using some of these words to mean other things will just cause confusion, both for your guild that you are trying to guide through, and for people here trying to give advice or understand your questions.
The core mechanics are the same as the older TBs.
If you place a toon in an operation, that spot is filled for the duration of the TB. If you still have that planet available in the next phase the operations can be filled further. You also can place your same toon in a new spot. For example if you have the only ugnaught in your guild, and your guild does not get a star on that planet you can place your ugnaught again in another spot in the second phase.
Any points from gp deployed to a planet carries over to the next phase. You can do combat missions each phase the planet is available, these points carry over too. You can only attempt a special mission once per TB.
Look at the star points required, and your guild gp of players that will turn up. Plan for if you can reach stars, or if pre-load would let you get more. At 200M gp don't try to get further than scoring stars on the first 2 rows of planets.
