yes. the update has not been released

Yeah it's unavoidable if the enemy falls below 25% but with the re-work it's been taken up too 50% it's suppose to do massive damage the idea being u can take down heavy tanks quickly like baze and b2

but why buff it to 50%? unless their going to buff savage this seems like a cheap counter to chirrut n baze

Because anyone with 25% or less health is probably going to die with the next attack anyways no matter what it is, and Savage was pretty much garbage before, and so now it's a useful skill. You still have to get through protection (which is usually higher than health) and then 50% of their health before you can KO them. Culling blade can do more damage than that and same with Execute, and those can be used situationally just like this move. This one requires you to have gotten through at least 75% of their effective health pool before you can kill them, which is a lot more work than putting up some irremovable DoTs and letting them stack HoTs before executing them from full health.

Agreed, they lack speed and a pre-taunt to protect their DPS. But also keep in mind that FO relies heavily on advantage and crits and stealthed sith can't be critically hit, so Maul's Zeta pretty much counters a lot of what FO does. They might be better against other teams. Might.

Wait wait i am watching the video and i noticed the toons with advantage dont crit at all? They brought it back to armor piercing? Pleas some one proof me wrong i dont want to trash my phasma :(

The FO team seemed to have crit immunity while they had advantage as well. Later in the FO match when FOST and FOO and Kylo don't have advantage, they take critical hits from advantage. It is a testing shard though, so we don't know if this is going to be a new buff or update or if it's anything.
