They just need to cut the speed secondaries and primaries in half. What they are right now is overkill.
That honestly wouldn't alter a thing... If all speed mods were halved the people with better speed mods would still gain first turn (which is the primary purpose of speed) regardless of if it's +20 or +10 it wouldn't make any difference in the advantage gained
