I asked Leland Chee, Keeper of the Holocron for Lucasfilm Story Group, basically the guy that decides if something is canon or not, especially back in the EU days, about Savage and Assajj.

Here is what he said to the question of if Savage or Assajj were ever technically Sith: "Not Sith Lords in the Master and Apprentice sense"
