Why arent St Han, Lando, Capt Han, and honesty certain members of Phoenix squad tagged as smugglers?

See, the balance argument doesn't work here since there is ZERO SYNERGY with this tag amongst these toons. Giving someone a smuggler tag won't break the balance. If there was a unique or a leader ability that would work with smuggler tags, or a toon that gets bonus abilities against smugglers, I could see the balance argument.
