Speed glitch against CLS
Every arena fight against CLS squads, the entire squad is going first every single battle, despite my slowest character having higher speed than almost every one of those toons. I have at least 2 that...

That's not quite right, the more speed you have, the more speed tm gain is worth.
The difference between and character speed will say how much speed that tm gain is actually worth.
No 100% turn meter is 100% turn meter it's the same for all characters it has nothing to do with there individual speed.
100% turn meter is equivalent to 1000 speed. Your character speed is how fast you climb to that mark of 1000. And 5% of 1000 is 50 speed
