Good lord, are we still talking about the turn meter filling to 1000???
It hasn't worked that way since 2 years ago!
Let's not look at whatever fan site you are linking and go straight to the source by the actual game Dev:

Excerpt:
Speed does not function in "tiers", nor is there such a thing as a speed "tick"--it's actually a continuous rate of fill; all other things being equal, a unit with 144 Speed will always get the first turn before a unit with 143 Speed. A Speed value of X means that a unit gains X% of their Turn Meter per unit time. So, when comparing two very fast units (say, Unit A with 167 Speed and Unit B with 143 Speed), when Unit A reaches 100% Turn Meter, Unit B would be at 85.6% Turn Meter.
Turn meter fills to 100%, not to 1000 or whatever arbitrary number that makes you think is easier to explain Speed.

Turn meter gain can override speed difference. 5% turn meter is equal to about 50 speed just so you know.
If we use the Unit A and Unit B example above, are you telling me that the approximate difference of 15% turn meter between the 2 units is equal to 150 speed? What does this 150 speed even mean? Unit B needs 150 extra speed to be faster than Unit A? Or if Unit B had gained 15% TM, then his speed is 143+150 = 293?
