Taunt isn't linked to TM - even if both effects are from a single special ability.
you don't "shock" the ability, you only shock the character, so he (and only he) is immune to buff and TM gains.
Imo WAI
He has to have the taunt active for the 20% turn meter gain, they go hand in hand. His taunt TM gain stacks with his unique if it procs. So. The only TM gain should be his unique of he has shocked applied. This is to my understanding and seeing how it works most often.
His unique doesn't grant tm, only takes it from enemies. It's the taunt ability.

Han has a 25% chance to remove 30% Turn Meter from each enemy at the start of each of his turns. In addition, Han has a 25% chance to remove 10% Turn Meter from each enemy when he is damaged."
@Thor_Odinson1
That's REMOVING turn meter from MY team. The aspect I'm talking about is him GRANTING turn meter to HIS team. Not the same thing.
Think of how QGJ can give himself tm AND take it away on his basic.
This is a common trick of the eyes. When it's such a small percentage, when you remove TM from the opposing team, it will show as if you're gaining TM. Most of the time, TM removal a lot bigger than 10% so visually on the bar, it looks like you're taking it away but in this case, it's reversed. Believe me, I had to run GW over and over again to get it to work right to see it happening. Try recreating this in your GW, you should be able to see it.
