Or just do a straight ladder. No need for divisions or leagues. You play guilds within 10 places of you on the ladder, the algorithm tries to match you with guilds you haven't played before, or in a long time anyway.

The further you are up the ladder the better the rewards. Players aren't going to be so happy with sandbagging when their rewards will be less for it.
