Stun Cuffs placement decision

Guys I need some advice...I gathered enough salvage recently for 1 stun cuff and I am not sure who to give it to...I'm not currently running rebels in arena because they still need some work but I use them constantly in almost every other aspect of the game...

So now to the question - I currently need 1 stun cuff to get Lando to G11 and I need 2 Stun cuffs to get Wedge to G9 - who do I give it to? I'm leaning towards Lando but he's currently way ahead of Wedge and can probably wait a little longer for his so I can't really decide...
