Stun Cuffs placement decision

Guys I need some advice...I gathered enough salvage recently for 1 stun cuff and I am not sure who to give it to...I'm not currently running rebels in arena because they still need some work but I use...

G10 Biggs...still lacking in good mods though (as most of my toons :smiley: )
