Well I support the idea (because it would save me money), but it's never going to happen.
If you look at everything software, it's impossible to "own" something today. Everything is subscription services.
The reason is easy: It's creates a continuous stream of income, which is preferable for the company, and it generates higher income per customer on average.
The same goes for the conquest pass even though it's not a subscription. Right now the people who buy it pays $120 every year, so why would CG sell a life time pass for $100? ... or even $200?
My claim would be that the players purchasing the conquest pass are either typical spenders or players invested in the game beyond a year or two. So CG would get zero benefit from offering a life time pass.
