SWGOH is in need of a substantial "system shock" to fix the universe.

Does that not count as new content?
Grand Arena Championship is still the same game mode. It's just a fix to the crappy matchmaking by giving us adaptive brackets. Not really new content or gameplay.
The new TB might be great. I really hope it is. If it's just the same as the old TB but with slightly different enemies and required characters, I don't think the response will be very good.
