or he receive a mail in game said you didn't participate so no reward or he collect like the participant.

If he didn’t participate, just kick him before TB ends to make sure he doesn’t get free rewards. Don’t know why you think it’s not “legal”.

just because he play for a while with us so if he can get reward we will not kick him

As far as I am aware if he scores 0 points he wont get any rewards. You need to score at least some points to get TB rewards.

I can confirm that if you dont do anything in TB, you dont get rewards. It has happened with my 2nd account
