Tenacity Down vs Tenacity Up

Why is it that tenacity up guarantees a resistance from all debuffs, but tenacity down doesn't also guarantee that debuffs won't be resisted?

I'm really tired of TFP applying tenacity down to someone like Baze, and then Emperor Palpatine's shock not applying despite also having 90% potency.

    This is a winner. T-up doesn't need a nerf but t-down needs a boost. Make sure both are clensable.
