Why not have it conditioned to an equilibrium state? If potency - tenacity = 0 then there is a 50% chance to Resist or apply the debuff (coin flip). The have both ends bounded at so there is always a 10% or 5% or whatever chance to either apply the debuff or resist it. That would seem to solve the problem of the imbalance. Then, to adjust raids, you just need to adjust the tenacity of the boss.

I really like that one, make potency and tenacity a symmetrical thing. If you want to apply debuffs reliably, you need some additional potency. If you want to resist debuffs reliably, tenacity mods help you do it. Basic (unmodded) chars apply and/or resist debuffs with ~50% chance.
Effects such as tenacity up/down and potency up/down give a temporary boost (like offense up/down, say 1.5 times the base value) either way.
That would solve 3 things at once:
1 - base values (pot > ten almost always) mean resist check is trivial (always = 15% resist)
2 - tenacity mods are worthless, and by consequence, potency as well (in Arena)
3 - tenacity up has nothing to do with all this, it's basically debuff immunity.
