Territory Battle and War - Guild Leader and Officer Tools Update [MEGA]

First, THANK YOU! @CG_Carrie Loving the tool kit you're working on here.

I'd like to second/third/whatever all the people who've asked that the CM/Deployment lock be officer controlled so we can choose when to lock a territory. It would be great to leave it open for people who like to play when there's no reason not to. Why take gameplay away from our members in the first phases especially. Because this...

By forcing "contribution max lock" on at 3*, some territories will hit 3* before everyone has done combat missions, and those that miss out will appear as if they didn't contribute when they would have later in the day etc. Which will make "Total Combat Waves completed" inaccurate as a metric for measuring participation vs roster power - all we would know is that someone didn't do a combat mission, but we couldn't tell if it was due to the territory filling before they could try or if they didn't try.
