Gotcha... I guess they get locked in when you first enter TW not prior to combat phases... thx

Also, your roster is locked at the start of the setup phase. So anyone you upgrade now will still be unusable. And, if you move mods it will not affect your TW roster.

Are toons supposed to be locked in when we first enter the tw or should it happen when the preview phase ends?
