According to the meta report 68% of top ten players have Rey in their team, the total count being 1286. This is closely followed by Qui-Gon at 63%, and RG at 58%. ST Han is 40% and all other characters are less than 30%. It's possible your shard doesn't run Rey, but most others do. You can take a look at the Meta report at swgoh.gg
I still wouldn't call her OP however, not when today Lando did his AoE for 14k-20K on my whole team, three times in a row, that's like if Rey could hit your whole team with Leverage and it had no cool down. He's not OP either however, my team is full of slow but powerful characters that typically lose initiative and I was unaware that if Lando's AoE scores a crit, it's automatically refreshed.
