According to the meta report, 65% of top ten teams use Rey, that is a small drop however and will probably continue to slowly drop. Those three teams you mentioned are all counter teams for Rey so of course they would be considered better teams when you compare them to a Rey team.
My only issue with Rey is she's hitting harder than other pure damage attackers like my Snowtrooper, and you could say, he has much more health he's supposed to hit less, and then I'll counter with she gains foresight on her basic attack, has guaranteed foresight gain on Leverage, and her Furry of blows does more damage on a single target than Snowtrooper's AoE on five targets.
She is clearly superior to other attackers who's purpose is pure damage and that's not how its supposed to be. I would prefer Snowtrooper and other straight damage attackers to be buffed to her level rather than just nerf her. One of the arguments on why she shouldn't be nerfed is that she's necessary to take out those high health characters. If that's the case, then let's get those other attackers on her level, that way players would have more options for max damage potential for their teams and we'd see more team variety in the arena.
