Combine them. Thermal detonators ignore protection and still deal damage if cleansed, esssentially have cleansing just activate them imstantly. Would have to be fairly low damage if they ignore prot though as its possible to stack loads of them.
I'd also get rid of the tenacity check and make them a flat % chance, unresistable. Tenacity up would have no effect and you couldn't just stack potency for mad stacks.
People would probably just cry about AI commiting suicide all the time though unless they coded that there had to be other debuffs on too before cleansing. But it could aid in the downfall of the tripple cleanse.
