When Scimitar is the only reinforcement and you go second, you can't catch up with your opponent

Posting the same comment twice isn’t helpful. 

Enemy capital ships almost always use Sabotage hangars before calling in a reinforcement. So even if they get first move AND only have Scimitar as reinforcement, you will still (almost) always get to call in Scimitar before they do, get the speed boost and win.
