Thoughts - Will Nihilus be viable at 3*s?

Looking at his gear, I can see how he would be viable at low rarity. While that gear's easy to get, it also provides lots of health and protection. I would say yes, just like Shoretrooper, he will be viable at low stars. However, like all toons, he would still be a bit better at 7-stars.
