Instead of thinking of it from a point of stupid technicalities, think of it from a more gameplay perspective. I believe Tie Fighter Pilot is the fastest character in the game still, and Veers’ leader ability gives imperial troopers 20 speed and 10% turn meter whenever they gain a buff, Tie Fight Pilot gains 10% turn meter and a chance to gain foresight per debuffed enemy at the end of his turn, so you have an extremely fast character who best case scenario, gains up to 60% turn meter at the end of his turn, and that’s just from what Tie Fighter Pilot can do in his own abilities, bear in mind that imperial troopers are a fairly buff heavy team, which means on top of the high amount of turn meter Tie Fighter Pilot already gains on his own, the imperial trooper faction would have to be limited on what any future additions do, lest it leads to an infinite loop involving Tie Fighter Pilot, otherwise that could potentially lead to nerfing Tie Fighter Pilot, which would damage his capabilities in other Empire teams just to fit him into an imperial trooper team.
