If you want TW to be interesting again, as well as make CG a butt load of money, then one way to do it is this:
Instead of territories to conquer, change it up to reflect conquest. Each guild has to fill nodes like conquest. Each board has 5-10 tiers, depending on the GP level of the guilds. The first 3/10 or 1/5 tiers and so on cannot use GLs on the nodes. This forces the use of and development of other squads, which gets CG more money and gives big players/guilds the chance to use more of their rosters. Each month, TW could have a theme where the usage of certain squads could get you more points, and defeating certain squads could net more points. The final node in each section could be a 10 fleet node to move on to the next tier. This would require some guild coordination beyond what TW currently needs. It may need to be a 2-day event with a 1-day setup. Guilds would really have to plan out their tiers and change plans each month depending on the bonuses. It would keep people on their feet and make them have to think instead of zombie playing.
Base rewards would be determined by the number of tiers your guild defeated. A bonus reward then goes to the winner.
There are a lot of ways that CG could tweak this idea to create interesting outcomes while making a challenging game mode.
