It does. Than I feel that they need some way to either let you mix your toons with ones give (for everything but bonus. Bonus should always be using your own). Or they could at least give toons for tier one and have all other tiers be your own toons this way for people who don't have the right gear/level unlock they can at least play one tier with a strong squad and that might get them to start farming those toons to begin with.
