They did not say sooner. They said the Legacy Marquee characters are not following the normal cadence. They have not clarified what that actually means.

i was confused at first as well, but they are just adding major fan-favorite legacy people in, and starkiller would potentially be the most powerful of the bunch, thus he's "legendary" and the main unlock from the rest.

i'd assume they would add more supporting members from the games later on in low points of activity in starwars. (ie no new movies/shows for a few months).

i think Cal would be the light side Equivalent of Star killer and would need his own event but idk
