Except the part where all 4900/5000 of those people in each of those shards will never unlock the character.. or get enough to place in an unlock the second time around.

No thanks, these characters are playable at their current * and although that's not ideal.. they never handed out Chaze for the f2p.

I agree with your assumption about the drop rates. its a joke. To whom this may concern.. prove us wrong. Post the drop rates on the buyable packs.
