No, you're onto something. There are some character traits that should weight in. For instance, journey-like, legendary or raid reward characters are more impactful than your average marquee character, that could easily be taken into account. Then there's the prevalence in arena in correlation to the rank, data could be extrapolated here to give weight to the most efficient characters. I'm confident the people at CG will find something. We are not happy with the TW algorithm and CG just said they are aware of that. They have the TW experience to build something good. I'm an optimistic guy, I'm confident people can build upon their previous failure and I'm sure CG will.

Synergies also play into how much a toon is worthy at any given moment and that's bound to change as well. There are too many moving parts to this and I bet they would want to go with something they can stand behind, namely GP. Instead of inventing a 2nd scoring method, they should revamp how GP is calculated, but I doubt that will happen either.
Besides the hardship, mainly because I don't see CG admitting how unequal the toons are created from getgo (even within their release brackets:leg,marquee,journey,raid reward). GP currently assumes that's not the case and only zetas bump the score significantly in between toons (of same gear, rarity and mods)
At the end of the day what I see happening with GA is the major factor determining the outcome will be chance who you get grouped with. How you play it (assuming you are not throwing the towel and try to be competetive) will be secondary to the initial pull.
