You mean like switching your phone (and therefore your Google Play profile)? If so then yes, i've done that couple times switching phones. In the new phone they'll sign you in on a new account by default but once you reached the cantina cutscene you should be able to sign in using your existing account. Unless if you're talking about moving your data from account A into account B, then that's just not possible.

You can't. I imagine it makes it difficult for people selling accounts.

Again, its not possible. Once an account is associated with a Google account it cannot be moved to a different one.

If the account is banned, then how would you know your “university” is blocking content?
