TW and Switching Guilds, can new guild members register after the beginning of the preview phase?

I'm going to be switching guilds in the next day or two. I noticed that the next TW is going to start a day after the current TW and I would like to participate in the second TW with my new guild. I don't think this will be a problem if new guild members can join in an on-going preview phase, but I have not been able to find confirmation. (sorry if this has been discussed, haven't found it yet if it has been)
So my questions...
Can new guild members join a TW (that's in the preview phase) at the end of their 24 hour cooloff if the preview phase had already began? Or does the new guild member need to be in the guild 24 hours before the preview phase even begins?
