On my shard we have a guy that isn't in a guild, so isn't playing the game, that spends the whole day making sure hes top in fleet arena. The guy is just being a child stopping people from getting good crystal rewards all day. He's been doing it on and off for years now, why isn't this stopped?
Because this technically isn't against anything in the game. As long as there isn't any threating messages, or something that goes against TOS being said, he is in his rights to do it.
Just the same as shard mafias preventing people from climbing and getting their PO is fine.

Do we really want ship shards to change? The rewards are pretty pretty neat. I do get you though, they are the wild wild west. Where your lord of the flies governs who are the lords and who are the flies!
Are you in contact with the other players? If he's been doing it for years, I presume there's a group discord for you shard. Your 2 options are reach out to them, and appeal to his empathy. Or join/create a shard 'mafia' and making them pay in crystals. Whichever way, you need to reach ouuuuuut, darling reach ouuuuuuut to another ship player!
The end of the day, the difference between 1st and 2nd isn't a great deal.
Maybe contact them and work out a deal. How many crystals are they spending to stay in first all day long vs how many are they earning for the one minute a day in that position?
If he's being this obnoxious the shard should be smarter about how the engage with him. if he's in first only attack him from 2nd place worst case if he retakes first you lose 25 crystals if he does that more then 5 times in a day he's likely going to start losing crystals. Be smarter about when you attack wait until the last 10 seconds to win the battle giving him the least amount of time possible to retake first.
May I ask what fleet he’s using and do you happen to have a counter fleet that allows you to take first? If you are able to beat him, do so with 5 minutes left before your payout and wait until the last 10-15 seconds to kill his last ship.
